The Banco de España is the authority that licenses and supervises banks and other lenders in Spain. A licence number shows a firm is allowed to lend or take deposits under Spanish rules, rather than operating outside the system. You can read it in the legal notice of any Spanish lender you look at. Banco Santander, for example, is registered as 0049. Oney Préstamos ES shows 8814, Openbank 0073 and Plazo ES 6899.
